Lino Arboleda is a Senior Director at FTI Consulting. He is a member of the Export Controls & Sanctions practice and is based in Singapore. Lino specialises in export controls, sanctions and anti-boycott compliance.
Prior to FTI Consulting, Lino worked for a multinational conglomerate with established business segments in aviation, healthcare, power, renewable energy, digital industry, additive manufacturing and research & development. He provided export controls, sanctions and anti-boycott compliance guidance to these businesses covering the Asia Pacific region, with a special focus on Southeast Asia, India and Australia. Lino has hands-on operational experience in the implementation and maintenance of internal programmes in compliance with Singapore and Malaysia’s Strategic Trade Controls, India’s SCOMET and Australia’s Defense Export Controls regulations. He also has working knowledge of the US and EU export control and sanctions regimes.
Lino specialises in Internal Compliance Program (ICP) and is experienced in implementing Restricted Parties Screening, Export Classification, Licensing, and Intangible Transfer of Technology control plans. He advises his clients on the importance of ICP as an incentivising program to facilitate the export of goods and transfer of software and technology in a compliant manner. At his previous company, he helped to obtain Singapore Bulk Permit for the company’s Healthcare and Oil & Gas businesses, as well as an Australian General Export License (AUSGEL) for its Aviation military segment.
Lino has practical experience in the different export licensing regimes in Asia and has written internal Licensing Guide to help his clients navigate the complexities of licensing requirements and processes. With his technical background in chemical engineering, Lino is adept at classifying chemical, petrochemical, biopharmaceutical and industrial products, equipment and technology.
Lino is a regular resource speaker and presenter at various export control conferences and outreach seminars organized by regional think tanks and international organizations, among others, US EXBS, OECD, Pacific Forum and Saferworld. He has written articles in WorldECR Journal and Global Ethics, Compliance & Integrity Yearbook.
Lino is a member and the former head of Export Control Working Group of the Centre for Asia Pacific Trade Compliance and Information Security (CAPTCIS). He actively participates in US-ASEAN Business Council’s Customs and Trade Working Group discussions. He holds a Master of Strategy and Security from the University of New South Wales Canberra and a Bachelor of Science degree in Chemical Engineering from the University of the Philippines Diliman. Lino is fluent in English and Filipino, and conversant in Spanish.
