Neil Clements is a Managing Director at FTI Consulting and is based in London. Mr Clements joined the Economic and Financial Consulting practice in August 2014, and specialises in telecommunications regulation. He is an expert in regulatory accounting and cost modelling, and also has extensive experience of advising telecoms clients in relation to regulatory intervention in wholesale access markets.
For the past 15 years, Mr Clements has been responsible for the design, implementation and review of financial modelling solutions that support a wide range of regulatory objectives. His support to incumbent telecoms operators has included the implementation of Accounting Separation (AS) and transfer charging, Fully Allocated Cost (FAC), Current Cost Accounting (CCA), and Long Run Incremental Cost (LRIC) methodologies. This support encompasses the full lifecycle from initial consultations on reporting frameworks and polices, through the design and implementation of reporting systems, methodological review and refinement, negotiations with regulatory authorities and enhancements to support new technologies and services. He has also advised clients in relation to regulatory disputes, and in demonstrating compliance with competition authority settlements.
Having been involved in the implementation of the initial wave of regulatory financial reporting solutions across Europe, the Middle East and Africa, in recent years Mr Clements has taken the lead in assisting clients enhance reporting solutions to meet the increasingly complex requirements imposed by regulatory and competition authorities. As a result, Mr Clements has a deep and practical understanding of the challenges of delivering robust regulatory financial information, and has extensive experience of advising clients on the optimisation of associated systems and processes.
In addition to regulatory financial reporting, Mr Clements has advised clients on regulatory strategy and policy, in particular relating to the wholesale access network portfolio, and on the strategic and operational implications of operational separation.
Prior to joining FTI Consulting, Neil was a Director in Deloitte’s Economic Consulting practice, leading the UK regulatory finance team. He has also worked in the telecommunications advisory groups at PwC and EY.
Mr Clements is an Associate of the Chartered Institute of Management Accountants. He holds an MPhil degree in International Relations from the University of Cambridge, and a BA in Modern History, Economic History and Politics from Royal Holloway, University of London.
