Ben Burley is a Senior Director in the Construction Solutions practice at FTI Consulting and is based in Hong Kong.
Ben is a forensic delay analyst who assists clients on domestic and international construction and engineering projects or programs of work to avoid, mitigate and resolve complex disputes. His clients benefit from his extensive forensic delay, planning, programming and project controls experience.
Ben’s experience in the construction industry spans planning engineering and project management in both contracting and consultancy roles.
He has developed his skills across a range of key industry sectors including airports, process, off shore oil & gas, rail, civil engineering, industrial, hotels, leisure, commercial office, large mixed use developments, accommodation, education, custodial and laboratory projects.
He specialises in complex disputes between contracting parties arising as a result of delay or disruption to construction and engineering projects.
Ben has been appointed expert witness relating to time, delay and disruption. He has provided expert reports and oral evidence in support of his opinion to various dispute resolution forums, specifically litigation, arbitration, adjudication and mediation. As well as cross examination Ben is also experienced in witness conferencing or ‘hot tubbing’.
Ben utilises his experience gained from the management of live construction and engineering projects to assess delay and to identify the cause of delay. He is able to effectively plan, monitor and control progress, analyse performance at all stages of the construction and engineering process including design, procurement, offsite manufacture, construction & engineering, commissioning and start up and demonstrate the effects upon the completion date.
He is fully conversant with all forms of delay analysis and utilises the most appropriate form of analysis depending upon the project requirement.
